Sheff Wed Faces Serious Challenges, Declares New Football Authority

'We are going to be a part of football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles constitute a "major concern" and the football regulator is aiming to acquire authority to examine team situations in comparable cases, the recently named head the official has stated.

In a wide-ranging interview, the regulator, who was recently selected, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups representing the Championship side recently.

The football club have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on multiple instances, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the historic institutions for English football and in recent days we have met fan representatives.

"We're now looking to get powers... which will enable us to take the club and similar situations brought to our attention if they warrant scrutiny and acted upon."

Economic Challenges and Leadership Concerns

The team's struggling chairman the current owner stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in earlier this year led to sanctions by the football authorities in June, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although the ban was rescinded in late summer.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where people are committed to a local institution that has been part of their lives in multiple situations.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the followers."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is commence engagement with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," the chairman stated.

"But the truth is, when you review the record of football, over the recent generations there have been certain proprietors, a small minority, but particular people who have shown negligence in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," the chairman stated.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources flowing into the game and has come into football for the past two decades, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I fully support the success and growth as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of the nation. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the political party in the past.

The 68-year-old contributed funds to Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any sort of politics."
